Jeff Taylor – President

Jeff was born and raised in East Rochester, New York. He grew up in the family construction business, learning firsthand the values of teamwork and attention to detail. After earning his Bachelor’s degree in Business Administration, Jeff spent the first 15 years of his career as an estimator and project manager for a leading commercial general contractor. When the opportunity presented itself, Jeff was uniquely positioned to manage a well-established and respected site contracting business.

Jeff began managing Monroe Roadways in 2002 and has led the firm as President since 2008. Jeff’s vision for the company revolves around his customer-centric philosophy, and he sets a hardworking example for his employees. His years of experience and multiple business perspectives offer significant value to each and every customer engagement.

Mark Halley – Vice President

Mark is an area native, growing up in Brockport, New York. He has been hooked on building since his first summer job framing a house at the young age of 15. Mark studied Construction Engineering Technology at SUNY College of Technology at Alfred and excelled at Earth Mechanics and Hydraulics. He went on to complete his Bachelor’s of Science in Civil Engineering Technology at Rochester Institute of Technology. The RIT internship program introduced Mark to a variety of engineering and municipal career opportunities, but it was with his first sitework contractor estimating position that Mark’s passions for construction and engineering merged. It was there that his “formal” education began.

Mark joined Monroe Roadways in 2004 as Project Manager / Estimator. He is an asset in navigating the company through changing markets and technology, and his strength is in understanding each individual customer’s needs and customizing every proposal to deliver the perfect blend of services. It is with this unwavering commitment that Mark continues to add projects to his growing list of hundreds of successfully completed jobs.

Paul Blaszak – General Field Superintendent

An Irondequoit, New York, native, Paul played football in school and the lessons in teamwork and perseverance he learned as a player are still valuable to him today. He worked his way up through the ranks, starting his career as a construction laborer and quickly excelling as a pipe layer and operator in the following years. Paul brought his expertise to Monroe Roadways in 1992 and was quickly recognized for his hard work and commitment, becoming the number one field foreman within three years.

In 2000, Paul was promoted to General Field Superintendent. In this role, he is responsible for the allocation of all equipment and personnel across the many projects Monroe Roadways has working at any given time. His hands-on knowledge of the business ensures that the proper resources are available on each job when and where they’re needed. This has earned Paul the respect of numerous local inspectors.
